How to Register Land in Ghana in 2026: A Step-by-Step Guide

Signing a sale agreement, paying the purchase price, and receiving a document from the seller does not make you the legal owner of land in Ghana. Registration at the Lands Commission is what does. Skip it, and a later registered transaction on the same land can legally defeat your claim, even if you paid first.

First registration vs. transfer registration
Land registration in Ghana falls under the Land Act 2020 (Act 1036) and the Land Registration Act 2020. There are two distinct pathways, and it matters which one applies to you:
First registration — for land being formally registered for the first time
Transfer registration — for land that has already been registered and is now changing hands
The steps, required documents, and timelines differ slightly between the two, so confirm which applies before you start.
The steps from indenture to Certificate of Title
Conduct a land title search at the Lands Commission to verify the seller's ownership and check for disputes, mortgages, liens, or pending litigation
Engage a licensed lawyer and a licensed surveyor for due diligence and to prepare or verify the site plan
Execute the indenture (deed of assignment or grant) with your lawyer
Pay stamp duty on the indenture at the Ghana Revenue Authority
Submit your application to the Lands Commission, through the GELIS portal where available or in person elsewhere, with all required documents
The Land Valuation Division assesses the property and a processing fee is paid
Obtain tax clearance, which is submitted to the Lands Commission
Final registration is completed at the Deeds Registry or Land Title Registry
You receive your Certificate of Title or registered deed
What you'll need
For most registrations: an executed indenture with GRA stamp duty endorsement, a licensed site plan, a GELIS search certificate, a completed application form, Ghana Card or passport, and a Tax Identification Number for every party involved.
How long it actually takes, and what it costs
The official timeline is 90 days. In practice, most registrations take 4 to 12 months, depending on the region, the complexity of the application, and how busy the Lands Commission office is. Budget registration costs at roughly 2 to 3% of the property's value in total, covering survey fees, stamp duty, valuation, and registration charges, not as an afterthought once the purchase price is settled.
Is GELIS available where your land is?
Ghana's digital land registration system, GELIS, doesn't yet cover the whole country. As of Q2 2026, online search and digital registration submission are available in Greater Accra, Ashanti, Western, Eastern, Central, Northern, and Volta regions through onlineservices.lc.gov.gh. The remaining regions, including Upper East, Upper West, Bono, Bono East, Ahafo, Savannah, North East, and Oti, still require in-person searches and registration at the regional Lands Commission office. Full formal title registration (as opposed to deed registration) also remains more geographically limited than deed registration itself, so confirm exactly what's available for your specific parcel before assuming a fully digital process.
What happens if you skip registration
An unregistered transaction creates no legal rights against third parties. If someone else registers a competing claim on the same land after you, even fraudulently, their registered interest can legally defeat your unregistered one.
